The Superintendent shall annually estimate how much excess capacity exists to accept transfer pupils. The estimate of excess capacity shall be made for each school, grade level, program and, in the case of a special needs student, the existing capacity to provide the services needed by such student. Excess capacity means capacity beyond that needed to serve District resident pupils within assigned school attendance areas, pupils who have been issued certificates of educational convenience, and other pupils whose attendance is mandated by law.										 *Pending staffing.										 **Resource Program - Students in this program are generally developing self-care skills and behavior that is comparable to same-age peers. However, they need specialized instruction in a specific aspect of their day at school (i.e. reading, writing , math, attending to instruction, speech). These students do not need paraprofessional support.										 ***Life Skills Program - Students in this program generally display significant delays in self-care. Due to those delays, these students generally need Paraprofessional support to assist with daily living skills in addition to academics. (i.e. eating, safely moving around campus, managing their behavior)
